Lady Pain: The Seraphim City Sourcebook
Yep. That's her. In the year 2056, things started blowing up. Just blowing up. When things stopped blowing up, mankind had to start again, seeing as most of its stuff had, well, blown up. So, they built Seraphim City.

At least their intentions were good.

On top of a poorly-designed city, there are all sorts of super-powered individuals running around, due to all sorts of radiation left over from "The Blowing Up Of Things," as well as all the super-science developed in the aftermath, not to mention all the ancient mythic beings awakened, freed, or displaced by all the explosions (and, of course, aliens). There are heroes. There are villians. There are giant, nasty monsters. Most of them are stupid. Seriously. But, they are powerful.

And none more so than Lady Pain. She's 400-years old and acts like she's 17. She can toss a largish bomb into orbit, but she's more worried about how her hair looks while she's doing it. And she's boy-crazy. This is not the kind of behavior you want from your world's most dangerous villain. She might blow you up. She might try to smooch you. The ransom note she leaves after kidnapping the Supreme President's daughter might end with the words, "Do you like me? Check Yes, No, or Maybe."

The police's Anti-Supervilliany Task Force (ASTF) isn't much better. Underpowered, understaffed, and underpaid, these men and women in lime-green (yes, they have to wear those uniforms, thank you very much) try their hardest, and often, while that is commendable, it isn't nearly effective.

Take the role of ASTF officers, hapless heroes, or, heck, a giant, talking lizard-monkey. Just make sure to check your self-respect at the door (hold onto your sense of humor, though).

New rules. New powers. New feats. Old jokes.
